CASE STUDY

From Reactive Flood Response to Evidence-Based Stormwater Planning

How Southern Grampians Shire Council is building a clearer view of drainage risk with accurate field data, hydraulic modelling and RapidMap.
Southern Grampians Shire Council manages infrastructure across approximately 6,655 square kilometres of south-west Victoria, with Hamilton as its main regional centre and a network of smaller rural communities.

Among its most critical assets is a largely unseen network of stormwater pits and pipes that helps protect roads, properties and communities from flooding. But incomplete records, uncertain asset locations, and limited visibility into network conditions made it difficult to understand exactly how the system was performing.

Council needed to move beyond responding to individual drainage problems and develop a more complete, evidence-based understanding of the Hamilton stormwater network.

This case study explores how RapidMap, working alongside Environmental and Civil Engineering partners, combined targeted field validation, spatial asset intelligence and hydraulic modelling to give Southern Grampians a stronger foundation for maintenance, renewal, risk management and long-term stormwater planning.

What’s Included

Moving beyond reactive stormwater management
Discover why Southern Grampians needed to move beyond responding to flooding complaints and visible failures towards a more proactive understanding of network performance, risk and future investment priorities.
Connecting modelling with real-world conditions
See how initial landscape and hydraulic modelling helped identify likely flow paths, flooding hotspots and the areas where targeted field validation could provide the greatest value.
Capturing accurate pit and pipe data
Learn how RapidMap located, opened, photographed, and assessed drainage assets, capturing information such as pit dimensions, construction materials, pipe dimensions, internal pipe locations, and other important asset attributes.
Using smarter methods to assess pipe condition
Explore how high-powered zoom camera technology provided an efficient first-pass assessment of selected pipes, helping identify structural issues, silting, blockages, debris and other operational concerns without requiring robotic CCTV inspection across the entire network.
Strengthening the model with accurate survey levels
Understand how RTK survey data for pit locations, heights and inlet levels helped calculate pipe inverts, gradients and relationships between connected assets, giving the modelling team greater confidence in how the network was represented.
An iterative approach to stormwater intelligence
See how RapidMap, Noyce Environmental and Brown & Civil worked collaboratively, with modelling informing field activity and verified field data continually flowing back into the hydraulic model to test assumptions and refine the results.
Turning field data into usable asset intelligence
Learn how RapidMap helped rebuild and reconnect the drainage network spatially, providing the Council with asset information that could be used within its GIS and asset management systems rather than remaining locked inside a technical report.
Supporting smarter maintenance and renewal decisions
Discover how improved visibility into network conditions and hydraulic performance can help Council distinguish between capacity constraints, design limitations, and maintenance issues such as silted pipes, enabling the right intervention to be prioritised.
Building an accessible foundation for future planning
Explore how an open-source modelling approach gives Council greater ownership of its stormwater intelligence, creating a foundation that can continue to evolve as infrastructure, development, climate assumptions and community priorities change.

Better stormwater decisions start with better information.

For councils responsible for ageing, with often poorly documented drainage networks, responding to individual flooding issues is only part of the challenge.

Effective stormwater planning requires a clear understanding of what assets exist, where they are located, how they are connected, what condition they are in and how the network behaves during rainfall events.

RapidMap helps councils connect field reality with spatial asset data and engineering analysis. Through targeted stormwater inspections, accurate survey data, GIS-ready asset information and collaborative project delivery, RapidMap provides the practical intelligence needed to support maintenance, renewal, risk management and long-term investment decisions.

For Southern Grampians Shire Council, that means moving towards a more proactive and evidence-based approach – one that provides a clearer view of drainage risk today while creating a stronger foundation for the decisions of tomorrow.

If your council is looking to improve stormwater visibility, understand flood risk and build a more practical foundation for future planning, RapidMap can help.
