Background
North Sydney Council has approximately 272km of kerb and gutter and 1157 traffic facilities under its care, control, and management. The kerb and gutters are made of range of materials including concrete, sandstone and granite. The traffic facilities included median islands, splitter islands, raised and flush thresholds, pedestrian crossings, pedestrian refuges, roundabouts, separated cycleways and speed humps.
Objectives
The intention of this condition assessment is so that the following can be completed:
- Carry out inventory data collection
- Detailed condition assessment of kerb and gutter and traffic facilities
- Accurately map the assets in a format compatible with Councils GIS software
- Prepare an action plan for the next 10 years to renew all assets in poor condition
The intention of this condition assessment is so that the following can be completed:
- Develop maintenance and capital works programs
- Identify areas of high risk
North Sydney Council provided:
- A GIS layer of known kerb and gutter and traffic facilities, with approximate locations only
- Unit rates for reconstruction of kerb and gutter (per meter, per material)
- Unit rates for reconstruction of traffic facilities (per item, per type)
Scope of Services
The works involved a detailed condition audit of kerb and gutter and traffic facilities within the North Sydney Council LGA, including:
- Accurate mapping of the kerb and gutter and traffic facilities in GIS format
- A detailed inventory data collection of all kerb and gutter and traffic facilities
- A detailed condition assessment of kerb and gutter and traffic facilities
- Produce a report summarising all findings, also including:
- Estimated costs to repair assets in each condition category
- Action Plan detailing the recommended capital works program required yearly for the next 10 years
Specific Requirements
The client required high accuracy mapping of all kerbs and traffic facilities, including field validation, inspection, detailed attribution and condition assessment of all assets. The client also required estimated costs to repair assets and a 10-year Action Plan detailing the recommended yearly capital works programs.
Methodology
Assets were digitized in MapInfo Professional using Council’s aerial imagery to an accuracy of +/-0.3m. Assets not visible in the photography were located in the field using GPS and field measurements.
All assets were field verified, attributed and assessed for condition using AssetMap software and Xplore tablet PCs.
Data was processed against supplied spatial datasets to provide location detail.
Deliverables
All data was provided in Microsoft Excel format and MapInfo TAB format.

- Location, Street Name or Park Name, Suburb, Location Description
- Type, Kerb Material, Gutter Material
- Total Length, Kerb Height, Gutter Width
- Numbers of driveways with and without gutter bridges
- Replacement Unit Rate, Replacement Cost
- Calculated Overall Condition
