Data Collection and Valuation
Background
Sutherland Shire Council has identified the need to develop a more robust knowledge of open space assets for renewal planning and valuation purposes. Previously, for general park furniture, structures and other built assets, there was not considered to be a complete, reliable inventory that could be confidently used.
Sutherland Shire Council required asset data collection, condition assessment and valuation of all parks and open space assets in approximately 615 sites within the LGA.
Scope of Services
To validate Council current asset register, collect new or missing assets and assess the condition and value of all hard assets in the parks and open spaces.
This included:
- Asset attribute data collection for all assets (existing and new/found)
- Condition data collection for assets
- Defect data collection for assets
- Asset valuation including:
- Design Life
- Unit replacement cost
- Remaining useful life
- Depreciated replacement cost
- Annual depreciation
- Asset valuation report including methodology

Methodology
Aerial imagery provided by Council was used to plot visible assets in the office using MapInfo.
These assets were verified and attributed during field inspections using AssetMap software, tablet computers and DGPS.
New/found assets were also collected during these inspections. Asset locations were accurate to ±0.5m from office plotting, and ±1m from field inspections.
Valuations were undertaken in accordance with Australian Accounting Standards and guidelines:
- AASB116_Property, Plant and Equipment_2009
- AASB13_Fair Value Measurement_2015
- AASB136_Impairment of Assets_2017
Assets were given a condition rating of 1-5 based on Council guidelines, and the asset lifecycle was identified from this attribute.
Assets unable to be inspected were given a rating of 99.
Summary
A total of 25,999 assets were collected with a total value of over $170 million.
Overall, with less than 1% of the open space asset portfolio in either condition 4 or condition 5, shows that the portfolio is in an overall very good condition.
Deliverables
Data was provided to Council in Excel and ESRI Shapefile formats. The GIS data was in the GDA94 datum and projected in MGA Zone 56 coordinates.
Both spatial data in GIS format and Excel data included asset inventory information for open space assets, defects and signs.
Reports were provided in PDF format including a comprehensive Open Space Assets Inspections and Condition Report, and a General Assets summary including valuations, asset remaining/effective useful life
All deliverables were supplied via Sutherland Shire Council’s Secure File Transfer system.
